Responsibilities

1. Works Council Strategy Formulation: Collaborate with global business stakeholders, global employment legal and global HR teams in developing and implementing works council related strategies and initiatives; identify the topics and categories that are critical in Works Council management and develop corresponding communication strategies; proactively identify and conduct research on the new trends / best practice of works council related policies and processes, as well as other employment issues.
2. Partnership Building and Works Council Communications: Participate in the meetings with works council on site, and establish trusting relationships with regional leadership and works council members; act as interface to works council, lead/support key negotiations with works council (such as IT updates, performance management, employee movement process, company-level policies, etc); prepares documents and other reports to communicate with works council on employee concerns.
3. Professional Support to Business and HR teams: Advise TikTok business leaders and HRBPs on works council and co-determination issues; handle all questions of co-determination and labor law; develop HR compliance training program as needed.
4. Cross-Functional Network Collaboration: Collaborate with global cross functional teams on HR and Works Council related projects; assist in the implementation of global/regional HR projects as the EMEA regional coordinator.
5. Taking care of day-to-day work related to Works Council management: Handle operational tasks such as staff measures (new hires, transfers) across several sites, processing daily Works Council queries like Works Council trainings, data and information requests, resources and expert expenses, managing, updating and refining system management and internal processes, etc.

Qualifications

• 5+ years experience in the Human Resources field, with experience working with local Work Council(s) in Germany.
• Outstanding communication, negotiation and mediation, and strategic writing skills.
• Strong adaptability, desire for growth, and conflict management skills.
• Ability to adapt and work well in a fast-paced cross-functional environment.
• Desirable experience in employment legal or employee relations/industrial relations, especially with matters related to work councils.
• Good understanding of industrial relations, employee social dialogue, and employment legal trends; basic understanding of labour laws in the EMEA region.
