Partnerships and Engagement Specialist for the CAMS National Collaboration Programme

Your role

ECMWF is seeking to fill an exciting new position as Partnerships and Engagement Specialist in the National Partnerships Team of ECMWF’s Partnerships and Engagement Section and will report to the Team Leader on National Partnerships.

The successful candidate will mainly contribute to an impactful implementation of the Copernicus Atmosphere Monitoring Service (CAMS) National Collaboration Programme (NCP), will be responsible for dialogues with country representatives and the technical management of a selection of actions promoting the uptake of CAMS data products and services.

Your responsibilities

The role is mainly aimed to contribute to the implementation of the CAMS NCP, through the technical management of a set of contracts and grants aimed at optimizing the interaction with national institutions and public administrations to further exploit the use of CAMS products and services at national level. Capturing the diversity in technical requirements and differences in data value chains and working practices, as well as guaranteeing feedback loops to technical and scientific colleagues at ECMWF, is a key part of the responsibilities. In addition, the role will contribute to ECMWF MS liaison visits and the coordination of ECMWF Pilot Projects and, based on needs, the C3S NCP.

Key Activities

  • Technical management of a portfolio of CAMS NCP contracts and grants to ensure the delivery of the agreed output, providing guidance and involving relevant CAMS topic experts where necessary.
  • Stimulating and facilitating dialogues with national stakeholders, including on horizontal synergies between countries on particular technical topics and proposals for improvement for further engagements.
  • Support the implementation of national user uptake actions in cooperation with relevant European agencies and science institutions in scope of CAMS to enhance applicability and user uptake at national level.
  • Steer the collection and analysis of user feedback about CAMS products and services resulting from the NCP.
  • Relationship management and coordination of a set of ECMWF Pilot Projects and seek synergies in approach with the NCP.
  • Contribute to a number of ECMWF MS liaison visits in their preparations, execution and aftercare.
  • Promote ECMWF, CAMS and C3S and their NCP at national and international user uptake events, including through ECMWF MS liaison visits and contribute with inputs to training and innovation actions.
  • The successful candidate will work closely with scientific and technical colleagues within the Forecasts and Services and Research Departments. Furthermore, this role will involve working closely with ECMWF’s Communication Section and User Services Section.
  • Occasional travel to European countries and other duty stations of ECMWF is needed.

Your profile

Essential criteria

  • Advanced university degree (EQF Level 7 or above) in Meteorology, Climate Sciences, Environmental Engineering or similar relevant scientific discipline.
  • Demonstrated experience of engaging with national public authorities and/or national meteorological services.
  • Solid understanding of the scientific aspects underpinning atmospheric chemistry, meteorology and other environmental data generation as well as of their relevance in national context.
  • Good knowledge of institutional and policy structures at national and European level, including aspects related to data access and applicability.
  • Exposure to gathering user needs and requirements and translating those into operational and innovation actions.
  • Fluency in English.

Desirable criteria

  • Advance knowledge of European environment policies.
  • Demonstrated experience of managing projects, ideally in an international context.
  • A good knowledge of one of the Centre’s other working languages (French or German) or one of our Member State or Co‑operating state languages is an advantage.

Other Information

Grade remuneration : The successful candidates will be recruited according to the scales of the Co‑ordinated Organisations. Full details of salary scales and allowances available on the ECMWF website.

Starting date : As soon as possible.

Candidates are expected to relocate to the duty station. ECMWF is a multi‑site organisation with a hybrid model allowing staff to mix office working and teleworking, including away from the duty station up to 10 days per month.

Interviews by videoconference (MS Team) are expected to take place w/c 24 August.
