Overview

At the West Uusimaa Wellbeing Services County, we have a modern procurement function that is digitalized, process-driven, and data-utilizing. Our approach to service production is based on objective analysis of production methods, and we utilize actors from the public, private, and third sectors in addition to our own production when organizing services. We bring together both small and large operators to deliver high-quality services to the region's residents. Additionally, we consider the opportunities presented by technology and new business models in procurement.

Responsibilities

The role involves ensuring that the wellbeing services county has appropriate services and contracts in place, and that procurements are carried out in a timely and cost‑effective manner. You will support the strategic organisation of services by providing analytical information to aid decision‑making.

• Lead procurements within the procurement portfolio, including facility‑related, indirect and emergency services such as expert, equipment, transportation and catering services.
• Compare different production options, manage procurement categories, identify needs and opportunities, assess appropriateness, gather sufficient basic information, and set financial and production goals for procurements.
• Ensure procurements are timely, support procurement preparation, and provide work guidance.
• Manage contract and supplier relationships and maintain current market understanding.

The position is permanent, with an expected start in September 2026. Working hours are 36 hours and 15 minutes per week, under the HYVTES agreement, with a six‑month probationary period.

Qualifications

• Higher education degree.
• Good written and spoken Finnish skills.
• Experience in procurement, strong communication skills, and the ability to organise and lead internal and external cooperation networks within a tight schedule.
• Ability to manage large entities in a changing work environment and a solution‑oriented approach.
• Experience in facility or indirect procurement, strategic procurement activities such as category management, and development of contract and supplier management, as well as project and personnel management, is valued.

Additional Requirements

Candidates may be asked to provide a drug test certificate in accordance with the West Uusimaa Wellbeing Services County's substance abuse policy.
