Overview
This position serves as the National Airspace System (NAS) Technical Evaluation Program (NASTEP) Quality Control Program Manager within Technical Operations. Position reports directly to the Technical Operations, Operations Support, NAS Policy & Quality Control Group, NAS Technical Performance & Data Analytics Team Manager.
Open Date: 05/05/2026. Close Date: 05/18/2026. Salary: $95,489 – $148,037 per year (locality not included). Telework may be permitted. Travel required up to 25%.
Duties
- Serve as Subject Matter Expert and management representative in program planning and organization, defining program goals, objectives, and developing procedures and processes.
- Provide leadership for complex and challenging activities under minimal direction.
- Collaborate with NASTEP managers to implement and administer NASTEP program policies and procedures related to Technical Operations’ maintenance and certification program.
- Utilize management evaluation scheduling tools to support national‑level program management and influence budgetary decisions.
- Compile, analyze, and use NAS technical data to recommend changes to improve safety and efficiency.
- Initiate, develop, review, and present materials to improve service quality provided by Technical Operations.
- Develop national FAA policies related to NASTEP and other internal quality control or compliance verification programs affecting workload of BUEs.
- Coordinate and organize Technical Operations Maintenance Program and Quality Control functions related to evaluation of NAS facilities, systems, and services.
- Monitor national compliance with FAA policies and procedures for operations, maintenance, and certification.
- Review NASTEP reports/data to identify negative trends and recommend corrective actions.
- Interact with application developers, database administrators, cybersecurity, and infrastructure support personnel to monitor and improve Integrated NASTEP Software Application (INA).
- Validate software requirements, review user feedback, and lead software support personnel for INA operation and maintenance.
Conditions of Employment

- Selective Service Registration required for males born after 12/31/1959.
- Submission of SF‑50 required.
- Drug testing required.
- Access National Agency Check and Inquiries (ANACI) background investigation required for Level 2 (Secret).
Qualifications
Demonstrate at least one year of specialized experience equivalent to the FV‑I, FG/GS‑13 level, including:
- Experience analyzing technical data and using it to recommend changes to maintenance programs to improve safety and efficiency.
