Project Procurement Lead (m/f/d)

At IPS, we apply our knowledge, skills, and passion to make a difference in the lives of people, solving complex challenges related to life sciences. We are looking for a dedicated Project Procurement Lead to join our EMEA Team. The role will be based in our Frankfurt office.

Responsibilities

  • Project initiation including procurement strategies and project procurement execution plans.
  • Management of the pre‑order phase for packages.
  • Management of the post‑order phase for packages.
  • Project close‑out.
  • Task management of procurement teams for assigned projects.
  • Act as a senior representative of the procurement department to the wider IPS team and ensure procurement procedures are adhered to.
  • Act as representative of IPS to clients and be a key IPS interface for client procurement on assigned projects.
  • Provide project procurement support and advice to the wider IPS team and clients on assigned projects.
  • Develop, delegate and monitor tasks as required for the project procurement team.
  • Manage the tender process for assigned projects, including scope receipt, enquiry, bid evaluation, and recommendation to award.
  • Ensure tender process is correctly executed, conduct detailed commercial evaluations of supplier proposals.
  • Prepare Recommendation To Award packs and submit for internal/external management approval.
  • Prepare and issue Purchase Order/Contract packs.
  • Provide project reporting for internal Project Managers and external clients.
  • Obtain order confirmations and track receipt of goods or services.
  • Expedite orders to ensure timely receipt of goods or services.
  • Manage change‑order, invoicing and order close‑out processes with suppliers, IPS and client stakeholders.
  • Maintain Approved Supplier Program records and request QA related documents.
  • Provide market updates (price increases, supplier mergers/acquisitions, supplier updates).
  • Research new qualified contractors and vendors as needed.
  • Evaluate existing suppliers as needed.

Key Skills and Core Competencies

  • Extensive experience in end‑to‑end procurement process with ability to develop effective strategies, lead project procurement teams and contribute to operational efficiencies including risk reduction and achieving cost savings.
  • Proven experience leading project procurement teams.
  • Ability to work at pace within a project‑based environment.
  • Experience working in a matrix environment as part of a cross‑functional project team.
  • Ability to deal with time‑dependent requirements.
  • Self‑motivated, organized, effective problem solver.
  • Sound commercial acumen and ability to negotiate commercial agreements and contractual terms and conditions.
  • Sound analytical proficiency with solid understanding of commercial and contract risk.
  • IT literacy is essential, strong experience in MS Office, ERP Systems.
  • Effective communicator with proven ability to manage both internal and external stakeholders.
  • Ability to work both independently and collaboratively in line with project requirements and established processes and procedures.

Qualifications & Requirements

  • Extensive prior experience in a project procurement role, minimum 6‑10 years required.
  • Knowledge and experience of trade contracts and equipment procurement.
  • Experience leading multi‑national teams is advantageous.
  • MCIPS qualification or working towards MCIPS is desirable.
  • Daily use of excellent verbal and written communication in German & English is a pre‑requisite.
  • May be required to travel for short durations periodically.
  • Right to work in Germany.
