Knowledge Management Engineer - Senior

We are looking for experienced, innovative, and motivated IT leaders to enable EUCOM’s mission objectives. Responsible for leading and coordinating technical projects, managing a diverse team of knowledge managers and software engineers, and driving process improvement initiatives across the command. Serves as Deputy Team Lead, providing both leadership and subject-matter expertise to ensure timely and effective project delivery. Facilitates requirements collection, defines solutions, oversees execution, and ensures alignment with organizational objectives. Produces and manages project plans, schedules, risk registers, and deliverables, while maintaining technical credibility in knowledge management, digital transformation, and IT systems integration.
Responsibilities
- Lead, mentor, and manage cross-functional agile teams of knowledge managers and software developers to develop and deploy mission-aligned product features, balancing workloads and aligning outputs to command priorities.
- Apply expertise in systems engineering and cloud technologies to co-develop scalable, mission-critical solutions with business process engineers and capability owners.
- Manage high-visibility projects by defining milestones, allocating resources, and maintaining executive-level stakeholder communication to ensure on-time, in-scope delivery.
- Develop and execute knowledge management strategies, roadmaps, and process improvement campaigns in support of senior leaders.
- Interface with stakeholders at all levels—end-users, senior leaders, IT service providers, and vendors—to translate strategic objectives into actionable technical solutions.
- Contribute functional expertise to enterprise IT modernization efforts, data integration initiatives, and enterprise knowledge management.
- Prepare and deliver senior-level briefings, reports, and recommendations to inform decision-making and resource allocation.
- Identify opportunities for process and system improvement, develop Business Case Analyses, and recommend solutions that balance mission needs with technical feasibility.
- Oversee development and sustainment of SharePoint Online sites, Power Apps, Power Automate workflows, and Power BI dashboards.
- Partner with enterprise service owners (e.g., ServiceNow, SharePoint, cloud services) to integrate knowledge management and ITSM capabilities into the command’s daily operations.
Qualifications
Required:
- Currently a US Citizen with active Secret clearance and the ability to obtain and maintain an active TS/SCI Clearance.
- 5+ years of experience working in a 3-4 star level military/joint command or similar type organization; experience with Joint Operational Planning at Action Officer-level or above is a plus.
- Strong proficiency with Microsoft SharePoint (2016/2019/Online), Power Platform (Power Apps, Power Automate, Power BI, Admin Center), and custom software development.
- BA/BS + recent specialized experience (see detailed education and certification requirements).
- Familiarity with business process engineering methodologies & frameworks (e.g., Lean Six Sigma).
- Must possess AIT Level II certification(s) IAW DoD 8570.1.
Desired:
- Project/Program Certifications: PMP, PgMP, PMI-ACP, or equivalent.
- Process Improvement: Lean Six Sigma Green Belt or higher.
- Agile Experience: Prior work in Agile development or SAFe environments.

Pay Range
$82,700 - $173,900 USD
