• 项目全生命周期规划与战略：制定并管理机电系统（采暖通风空调、电气、给排水、消防）的项目综合主进度表（包括 BIM 同步）、工作分解结构 (WBS) 和 resource 分配计划。预测、缓解并控制技术、物流和进度风险。
• 利益相关者管理与交涉：作为主要联络人，负责与德国当地政府机构（如 Bauamt、Stadtwerke）在许可证申请、法规合规和正式检查方面进行交涉。与德国建筑及机电设计院 (TGA‑Fachplaner) 进行无缝协调，确保技术规范符合运营要求和德国 DIN 标准。
• 中德文化协调与沟通：促进中方投资者/总部与德国当地团队、分包商、供应商和合作伙伴之间清晰高效的沟通。弥合文化和程序差异，营造协作、高效的项目环境。
• 现场运营领导力：为现场团队提供强有力的领导，确保遵守质量标准、安全协议，并根据详细的工程和主进度计划执行工作。监控进度、管理变更单并采取纠正措施。
• 分包合同 (VOB) 与采购管理：管理机电分包商和供应商，包括性能评估、变更单谈判，并依据 VOB 法规确保合同的严格遵守。

Key Responsibilities

• Project Lifecycle Planning & Strategy: Develop and manage comprehensive master schedules (including BIM synchronization), work breakdown structures (WBS), and resource allocation plans for MEP systems (HVAC, Electrical, Plumbing, Fire Protection). Anticipate, mitigate, and control technical, logistical, and scheduling risks.
• Stakeholder Management & Negotiation: Act as the primary liaison with German local authorities (e.g., Bauamt, Stadtwerke) for permit applications, regulatory compliance, and official inspections. Coordinate seamlessly with German architectural and MEP design institutes (TGA‑Fachplaner) to ensure technical specifications align with operational requirements and German DIN standards.
• Sino‑German Cultural Coordination: Facilitate clear and efficient communication between the Chinese investor/headquarters and the local German team, subcontractors, vendors, and partners. Bridge cultural and procedural differences to foster a collaborative and high‑performing project environment.
• Site Operations Leadership: Provide strong leadership to site teams, ensuring adherence to quality standards, safety protocols, and execute work according to detailed engineering and master plans. Monitor progress, manage change orders, and implement corrective actions.
• Contract (VOB) and Procurement Management: Manage MEP subcontractors and vendors, including performance evaluation, change order negotiation, and ensure strict contract adherence in accordance with VOB regulations.

Key Requirements

• Education: Bachelor’s or Master’s degree in Electrical Engineering, Mechanical Engineering, Building Services Engineering, or a closely related field.
• Experience: Minimum 3-5 years of professional experience in project management for large‑scale industrial, commercial, or infrastructure MEP projects. Demonstrated success in master planning and executing projects in Germany.
• Regulatory Proficiency: Thorough understanding of German construction law (VOB/B, VOB/C), remuneration systems (HOAI), and technical standards (DIN).
• Language Proficiency: Native Mandarin Chinese. Business Fluent German (C1 minimum) for technical negotiation and official communication. Fluent English (B2 minimum).
• Planning and Coordination: Highly developed strategic planning, scheduling, and resource management skills, capable of synchronizing multiple interconnected engineering disciplines (BIM coordination).
• Cultural Adeptness: Previous experience successfully navigating and managing Sino‑German intercultural dynamics within an engineering environment.
• Preferred Qualifications (Pluses)
• Government Engagement: Proven experience successfully managing complex negotiations with German building control authorities (e.g., Bauamt, Stadtwerke).
• Design Management: Experience managing the technical interface with external TGA‑Fachplaner design portfolios.
• Site Safety: Possess German safety certifications (e.g., SCC, SiGeKo).
