Site HSE Manager - Onshore and Offshore Cable Installation

Our client is a global manufacturer and EPCI contractor delivering power cable projects worldwide, including onshore and offshore installation for the energy transition. In Germany, it is executing a programme of cable construction projects requiring dedicated on-site HSE coordination across multiple locations in the south of the country, in line with strict German regulatory and client HSE requirements. The assignment sits within a broader HSE organisation, working alongside project management, engineering and construction teams to keep safety performance consistent across every site.

Project scope

The assignment covers site HSE coordination and supervision across German onshore and offshore cable installation projects, ensuring compliance with the client's HSE management system, client and contractual requirements, and the German regulatory framework. The role is based at a construction site near Würzburg, with regular mobility to other project sites across southern Germany.

The position spends most of its time on site during execution phases, working alongside the client's own teams and subcontractors to coordinate HSE activities in line with the Project HSE Plan and the German SiGePlan, covering both cable manufacturing-related site works and installation activities.

Role overview

Coordinate and supervise construction HSE activities across German onshore and offshore installation projects, and coordinate site activities of the client's own teams and subcontractors to ensure compliance with Health, Safety and Environment requirements. The role requires a hands-on presence across sites, balancing proactive risk prevention with rigorous follow-up on findings.

Reporting line: to the Project HSE Manager(s), supporting the risk management process and coordinating with site management and subcontractors.

Key responsibilities

HSE compliance and risk management

  • Ensure HSE activities at construction sites comply with German law, client requirements and the client's HSE management system
  • Assist Project HSE Managers in the risk management process, including Design and Detailed HAZID
  • Contribute to toolbox talks and pre-task safety briefings with site teams and subcontractors
  • Facilitate accident and incident investigation, analysing statistics to identify trends and improvement actions

Audits, training and inspections

  • Conduct internal and external HSE audits on subcontractors, at prequalification and project phases
  • Develop and deliver project safety training and induction, including for suppliers and subcontractors
  • Perform site HSE inspections, produce reports and follow up on outcomes

Monitoring and reporting

  • Monitor, evaluate and analyse the effectiveness of HSE plans and propose improvement actions
  • Collect Safety Observation Cards and the required HSE KPIs for German projects
  • Ensure proper waste management, including segregation, collection and reporting
  • Support the implementation of the client's safety behavioural initiatives at site level

Working environment

The role is predominantly field-based, with daily presence on active construction areas alongside site management, engineering and subcontractor teams. Travel between project locations across southern Germany is frequent and mainly by car, and the position requires adapting to different site set-ups and stages of construction as the programme progresses.

  • Site HSE activities coordinated and kept compliant with German regulations and client requirements throughout the assignment
  • HSE audits, training sessions and site inspections completed and documented, with outcomes followed up
  • Accident/incident investigations completed with trends and improvement plans identified
  • HSE KPIs, Safety Observation Cards and waste management records maintained for German projects
  • Consistent, well-documented HSE presence maintained across all southern Germany project sites throughout the assignment

Requirements

Technical degree (engineering)

At least 3 years of Site HSE management experience within a German EPCI environment, including onshore and offshore construction and installation activities

Certifications

  • Availability to work offshore if required, with valid offshore training, certificates and medical fitness

Technical skills

  • Knowledge of ISO 45001 and ISO 14001 series standards
  • Familiarity with HAZID methodology
  • High PC literacy

Strong leadership, team player, with people management and influencing skills

Comfortable in an international and multicultural environment

Valid driving licence

Proficient in German and English (C1 or higher). Required level in both language
