Headquarters JSEC provides a resilient operational‑level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA). The Management Directorate (MGT) is responsible for the integration, coordination and implementation of services, activities and facilities management across the HQ to support the mission. The Integrated Advisory Office (IAO) is responsible for identifying potential organisational and procedural improvements to the HQ. The incumbent is responsible for supporting the IAO Head in analytical processes, development and coordination of policy/planning proposals for CG consideration and decision.
a. The incumbent may be required to perform a similar range of duties elsewhere within the organization at the same grade without any change to the contract.
b. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY (temporary duty) assignments, both within and outside NATO boundaries. Such operational deployment may exceed 30 days up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
- Proven experience in Business administration, involving planning, organising, directing, coordinating, controlling and evaluating the use of people, money, materials and facilities to accomplish assigned functions and tasks.
- Proven experience in Business analysis, including methodical investigation, analysis, review and documentation of business processes, definition of requirements for improving processes and systems, and quantification of potential business benefits.
b. Education/TrainingUniversity Degree in accounting, finance, management, business administration, public administration, engineering, economics, operations research, business process engineering or related discipline and 2 years function‑related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post‑related experience.
c. LanguageEnglish – SLP 3333 (Listening, Speaking, Reading and Writing). The work both oral and written in this post and in this Headquarters is conducted mainly in English.
a. Professional Experience – Previous staff experience in NATO HQ is recommended.
b. Education/Training – The following courses are considered an advantage:
The candidate must understand all aspects of JSEC and ACO processes, integrate a change management mindset, and have excellent communication skills to conduct briefings across all levels of JSEC.
b. Professional ContactsThe incumbent must be able to represent JSEC MGMT IAT to other ACO HQs.
c. Contribution to ObjectivesChange Management contributes to all aspects and outputs of JSEC.
