Director (m/f/d) PMO & Service Delivery - Samsung Networks

Position Summary

S Samsung Networks is an industry leader in Open RAN with commercial deployments in Asia, US, Canada and the EU markets. As part of our continued expansion across Europe, Samsung Networks Europe is hiring an experienced Director (m/f/d) of Project Management Office and Delivery to oversee the delivery of 2G/4G and 5G Open Radio Access Network with customers. The role requires strong background in wireless networks and/or Operator IT environments, with a proven track record in delivering complex mobile network projects and maintaining highly satisfied customers.

Role And Responsibilities

• Functional management of a PMO and Delivery team.
• Implement Open RAN deployments across multiple sites and customers.
• Support recruitment, strategic development, training and process development.
• Recruit, train, mentor and develop top PMO & Delivery talent.
• Define and maintain program management standards and tools.
• Collaborate closely with Sales, RnD, DevOps, RAN/RF Engineering and Operations.
• Plan, budget, and allocate staff for multiple programs in partnership with other Network leaders.
• Establish governance, identify key team members and establish clear decision‑making processes.
• Deliver results within cost and schedule targets aligned with business goals.
• Ensure program plans are maintained throughout the delivery life‑cycle; control change, identify dependencies, and manage risks & issues.
• Apply gated program processes and support product development gates and reviews.
• Build and maintain excellent customer relationships up to CxO level.
• Define end‑to‑end program deliverables and associated timelines; manage deployment master plan.
• Communicate program achievements to partners and stakeholders.
• Develop and manage all process/procedures for delivery functions.
• Provide regular internal and customer reporting on progress, risks, issues and adherence to milestones.
• Own program governance, including review meetings and project alignment sessions.
• Maintain program RACI documentation and communicate updates internally and with the customer.
• Manage program KPIs, risk and issue management across all phases.
• Manage program resource plan to enable timely delivery.
• Coordinate planning activities with Samsung RnD in Suwon to ensure achievement of plan objectives.
• Engage with customers on the ground to maintain high satisfaction.
• Analyze and report activities, highlighting achievements, risks, issues and success points.
• Oversee full end‑to‑end delivery of the program, ensuring adherence to milestones and quality standards.

Skills And Qualifications

• Proven experience as a senior program manager in telecom/IT.
• Track record of delivering large‑scale, complex programs, preferably in Radio Access Network Delivery.
• Experience leading multi‑functional teams on complex IT and Core Telco projects.
• Strong customer and stakeholder management skills.
• Deep understanding of supplier‑customer relationships during program delivery.
• Exceptional communicator at all levels, including CxO.
• Excellent organizational and planning skills with the ability to anticipate customer needs.
• High‑level report writing and presentation skills.
• Capability to prepare and deliver complex program plans under tight timelines.
• Effective program leadership fostering a positive team environment.
• Fluent in spoken and written English, ideally German.
• Willingness to travel to project locations in Germany, Europe or Samsung Head Quarter.
