Supervisory Facility Operations Specialist

Summary

These two positions are located in Sequoia and Kings Canyon National Parks, in the Division of Maintenance & Construction. One position will be located in Sequoia and one position located in Kings Canyon. One position will manage the buildings/grounds/utilities operations and the other position will manage the roads/trails/auto shop/stock operations.

Major Duties

This position manages a multi-faceted organization through the management of subordinate supervisory staff and multi-year/operational budgets. These duties provide stewardship of assets/facilities ensuring visitor use and enjoyment as well as the protection of natural and cultural resources. At the full performance level (GS-12) the major duties of the Supervisory Facility Operations Specialist position include, but are not limited to the following:

- Serves as the Facility management expert in support of park unit management initiatives with a basic knowledge of trades, materials, and equipment applicable to facility maintenance and operations within a park unit.

- Implements Facility Management Software Systems for cost effective management assets.

- Collaborates with park team and partners to develop and achieve park, program and projects goals.

- Manages complex projects to timely completion.

- Prepares annual work budget plans for maintenance operations.

- Initiates actions and serves as the liaison for compliance of environmental/cultural issues related to project proposals and park operations.

- Applies knowledge of trades, materials and equipment applicable to facility maintenance and operations within the park unit.

Education

There is no substitution of education for experience at the grade level(s) of this announcement.

Requirements

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males.

Must have a valid driver’s license and be able to operate a government or private motor vehicle as part of official duties. Must submit a Motor Vehicle Operator’s License and Driving Record, and all certified driving records from all states that disclose all valid driver’s licenses.

Uniform required; must wear a uniform and comply with National Park Service uniform standards. Uniform allowance will be provided.

May be required to work on‑call, evenings, weekends, holidays, overtime and shift work.

May be required to travel overnight away from home up to one night per month.

Must obtain a government charge card for travel purposes and may be required to complete training to obtain/maintain a government charge card with travel and/or purchase authority.

Position subject to a financial disclosure reporting requirement and a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment. COR Level I required within six months of hire.

Physical Demands

Work is mostly sedentary in an office setting. At times, walking, hiking, climbing, bending, and moderate lifting are required.

Working Conditions

The work involves regular and recurring exposure to moderate risks and discomforts associated with the operation, repair and maintenance of park infrastructure and equipment. There are occasions of exposure to risk situations. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
