Technical Engineer Manager - SME

In this role you will support the EUCOM Chief Engineer in shaping the engineering project portfolio and driving program execution. You translate technical requirements into actionable project plans, ROMs and budgets, while coordinating with engineers, stakeholders, and cross‑functional teams. You will preserve engineering documentation and ensure alignment with standards, contributing to critical national missions. • Support the Chief Engineer in managing the engineering project portfolio
• Maintain visibility of active, planned, and proposed engineering initiatives
• Track project schedules, milestones, dependencies, and risks
• Monitor engineering workload, resource allocation, and capacity planning
• Assist in prioritization of engineering efforts based on mission needs
• Develop ROM estimates for engineering projects and modernization initiatives
• Plan and administer projects with charters, plans, schedules, and roadmaps
• Maintain project repositories and engineering documentation
• Ensure projects follow architecture, cybersecurity, and engineering standards

• MS/BA/BS in Engineering, Information Technology, Computer Science, Business Management, Project Management, or related discipline with 5 years specialized experience OR AA/AS with 7 years specialized OR a major certification with required years OR 11 years of experience
• Active Secret clearance with ability to obtain/maintain TS/SCI clearance
• DCWF certification(s) per DoD 8140
• Proven experience in complex technology‑driven enterprise solutions and understanding of engineering lifecycle management
• Financial acumen with ROMs, cost estimates, budget forecasts, and resource projections
• Strong ability to translate technical requirements into project plans and cost estimates
• Familiarity with Agile, SAFe, and traditional project management methodologies
